Executive Summary

The Planetary Wonder Galvanic Frequency (PWGF) for Year 30 is 28.4, a decline of 2.1 from the Year 29 reading of 30.5, and a cumulative decline of 31.7 from the Year 1 baseline of 60.1. This is the twenty-seventh consecutive year of net decline.

The Year 30 reading falls below 30.0 for the first time in the history of this monitoring program.

The rate of annual decline has accelerated in the current decade: an average of 2.2 points per year, compared with 1.3 per year in the previous decade.

Demographic Overview

Decline is recorded across all major demographic categories. The rate of decline in the 0-12 age cohort now exceeds that of adult cohorts for the third consecutive year. This represents a shift from patterns observed in the first two decades of measurement, when youth cohorts consistently maintained frequencies above the planetary average.

No demographic category shows a stable or positive trend.

Geographic distribution of decline is uniform. The Office of Aggregate Assessment continues to note the absence of regional, cultural, or socioeconomic clusters. This uniformity has been a consistent feature of every annual report issued to date.

Persistent Frequency Outliers

A small category of individuals shows frequencies inconsistent with demographic projections. These individuals, designated Persistent Frequency Outliers (PFOs), exhibit readings that have remained stable or increased over the measurement period.

Year 30 PFO count: approximately 0.003% of the measured population. PFO readings typically fall between 70 and 95. No causal factor has been confirmed.

PFOs do not cluster by geography, occupation, family structure, age cohort, or any other variable thus far examined. Long-term study of PFO individuals continues. No behavioral or environmental factor has been identified that would explain PFO status, or that would allow it to be deliberately adopted or maintained.

Projections

Under current rate-of-decline assumptions, the PWGF is projected to fall below 20.0 within eight to twelve years.

The Office of Aggregate Assessment does not model trajectories beyond this threshold.

This is the thirtieth Annual Frequency Summary issued by the Global Wonder Consortium. The Year 1 summary was issued when the planetary reading was 60.1. The phrase declining trend appeared in the executive summary for the first time in Year 4. It has appeared in every annual summary since.
